HOA and Condo Roofing in Palm Beach County: What Boards and Owners Need to Know

Palm Beach County Association Roofs: Who Does the Work

Luxe Builder Group is a certified Florida roofing contractor with GAF Master Elite standing. We re-roof condo buildings, townhome rows, and single-family HOA neighborhoods from Jupiter and Tequesta south through West Palm Beach, Wellington, and Delray Beach. Our property management page covers roofing for managers who run several communities.

What Do HOA Roofing Guidelines Cover?

Almost every set of governing documents puts roofing under the architectural review board, which some communities call the architectural control committee, and lists the materials and colors that board will approve.

The documents also spell out what a submittal has to contain, typically the application, product data sheets, real color samples, and license and insurance certificates. Some communities want written notice to the neighbors as well. Approval usually takes weeks, so the submittal is filed before the work is scheduled.

Many communities here require tile, and others restrict metal roofing. Colors and profiles are usually locked in, and stricter documents also set the waterproof layer and the installation standards.

Luxe Builder Group builds the submittal package and files it with the review board. Our team has filed many submittals in this county and knows what gets an application sent back for another round.

Who Pays for the Roof: the Association or the Owner?

Your declaration decides who pays, though the same few arrangements repeat across the county. A condo roof is nearly always common property, so the association hires the contractor and pays for repair and replacement out of its budget and reserves. Damage a leak has already done inside a unit is a separate question, settled by the documents and by the cause of the leak. In a single-family neighborhood the roof belongs to the homeowner, and the review board rules only on how it looks.

Townhomes are the gray area. Some associations treat the roofs as shared property and pay for them out of dues, while others leave each roof to the homeowner and keep only the right to approve what goes on it. A townhome owner should get the answer in writing from the association before budgeting for a roof.

Reading an unclear declaration is legal work, and it belongs with the association's attorney. We supply the facts about the roof: dated photos, a written condition assessment, and the repair history on the building.

What Does Florida Law Require for Condo Roof Reserves Now?

After the Surfside collapse, Florida changed the condo statute. Older condo buildings now face milestone structural inspections. Associations also can no longer waive reserves for the roof or the other parts a structural integrity reserve study covers, so the money for replacement has to be set aside before it is needed.

Which requirements apply depends on a building's age, height, and location. Your engineer and your attorney handle compliance, and Luxe Builder Group supplies the roof figures they work from. We photograph the roof, record what is failing, estimate the service life left, and price the replacement against the repair.

Our roof cost guide breaks down what drives replacement pricing in this market. For buildings above one story, our guide to condo roofing on 2 and 3 story buildings covers the extra sequencing those jobs need, from the board vote through the final inspection.

How Is a Reroof Phased Across a Community?

Phasing spares residents a whole season of living on a job site. Each building takes its turn on a schedule published in advance, and the next roof is not opened until the one before it is finished.

Buildings with flat or low-slope decks get commercial roofing systems, and a TPO system or a coating can extend the life of an aging deck without a full tear-off. Pitched roofs get tile, shingle, or metal.

Tile Roofs on Association Buildings

The life of a tile roof is set by the waterproof layer underneath, which wears out years before the tile does. At 30 years a tile roof can look sound from the street while that layer has already failed.

Older buildings often have their tile set in mortar, which does not hold up in high wind the way a screwed or foam-set assembly does. A project spread across several budget years also needs matching tile from start to finish, so commit to a profile while the manufacturer still lists it.

If the tile itself is still sound, we can lift it, replace the waterproof layer underneath, and set the same tile back down. That renews the part of the roof that wears out, and the buildings look exactly as they did.

How Do You Choose an HOA Roofing Contractor in Florida?

Work through these checks with every bidder:

  • Pull the license record from the state's own database and confirm the classification is certified or registered roofing rather than a handyman registration.
  • Ask for references from associations rather than homeowners. A contractor who has roofed whole communities can hand over that list right away.
  • Get certificates in hand before signing: general liability plus workers' comp, with the association named, written to whatever limits your documents or your manager set.
  • Find out who runs the job day to day and how that person will keep the board informed.
  • Look at which manufacturer certifications the contractor holds and what each one covers. Our GAF certification page explains how GAF certifies contractors.
  • Pin down what lands in the association's file when the job closes: the permit, the inspection sign-offs, the photo record, and the registered warranty.

GAF's strongest residential warranty terms apply only to single-family detached homes owned by individuals. On those homes, our Master Elite standing lets us register the Golden Pledge warranty, which GAF says carries workmanship coverage of up to 30 years.

Condo and multifamily buildings fall under GAF's separate commercial and multifamily programs, which carry their own terms, so ask for the specimen warranty that matches your building type before counting on a number.

Wind Mitigation and Storm Documentation for Association Buildings

Age and condition are the first two things anyone asks about a Florida roof. A current assessment and a running repair log keep both answers on file whenever the question comes up.

Replacement is the only moment when wind mitigation gets decided. Deck attachment, secondary water resistance, and wind-rated systems can only be seen while the roof is open, so the record of them has to be made during the work.

Once a storm has passed, a board holding photographs taken the week before can show what the wind did. That is why the photo record is standard on our association work. Our team also does emergency and storm repairs on association buildings.

Frequently Asked Questions

In a townhouse, is the roof the HOA's job or the owner's?

The declaration decides it. Some townhome communities treat roofs as shared property and replace them on the association's schedule. Others leave the roof to the individual homeowner and keep authority over color and material.

Where does the money for a community re-roof come from?

A properly funded reserve pays for it. Where the reserve falls short, owners vote a special assessment or the board arranges financing. When the roof's condition allows, we can also split the work across budget years. Our financing page lays out the payment routes.

If a roofer damages something, what covers the association?

The general liability certificate should name the association and be in hand before a crew arrives, and workers' comp has to cover everyone working on the property. Once the work is done, the permit and the inspection sign-offs show it met code. A cheap bid from an unlicensed or thinly covered contractor leaves the association holding the risk, so verify each record at its source rather than accepting a PDF from the bidder.

Will you share references from other boards?

Yes. We provide references from boards and managers at communities we have re-roofed. Ask every other bidder for the same list.
